Think I seen those too, I have a few like that and they do look like they could be from 1920's to 1940's its always a difficult thing to date exactly. What I like about getting sets like that is the thought that they were once well used by some keen darts player who has long since passed, and I like to think about how and where they played with them, quite probably somewhere like this:

I like the old guy on the far left, looks like he may the owner of the case on the shelf, I wonder if he is a salesman or just a traveller passing through and stopping in for a quick drink, I love old pics like that and trying to imagine what each persons story is.
