I bought them from Dartsbuddy.com here: D-Ball
They are meant to be used as a training aid to help get used to the balance and weight of the dart and as a way to relax from been too conscious of your grip etc, as you can really only grip these one way really. I just like the look of them and that is what I wanted them for mainly, but they are fun to throw also. They are basically just a brass coloured ball with soft tip points.

As you can see from above they are fitted with one set of point and stems and one set of Dipper Darts flights. These are the Berry version, there is also a white and black version.
Without the flights attached they remind me of something from a sci-fi movie:

I had a lot of fun throwing these, they feel like throwing a pea at the board and take a while to adjust to with them been so short, but its good fun trying to get them to fly right. I noticed on my first few throws they were spinning a lot through the air, after a few more throws they spun less and less. I am not sure if that is just me getting used to the dart or the darts making me throw better. I don't really care either way as I only ever bought them for the fun factor and they have lived up to that for me. I think I will give these a 7 out of 10, a great fun dart that's unique and strange but looks great too.
Also got to say that the shipping from Darts Buddy was very quick and great service from them all round!
