I compulsively download almost everything dart related - but only apps related to real darts. There are a lot of apps where you 'throw' virtual darts by swiping your screen. I don't think there is any way that would do my game any good.
As Cyanide said Pro-Darter is a good choice. As far as web-based, there is also DartConnect.com and Dartman (
https://dartman.mickhynes.com).
Dartman apparently will now play over the web where it used to require you to download and install an application. I haven't used it in a long time, but it seemed okay.

https://rusys.nl - has Windows and Android versions. Both let you play against virtual players and against an individual over the net. You can also play against yourself. When you play 'Singles 501', all the legs you play are added to a database of sorts. You can then play '501 vs Me' where you play against your previously thrown legs. Any legs you win are added to the database.

https://darts1.de/downloads/downloads.php - about half-way down the page - Has a career mode where you can play in tournaments and climb the order of merit. It has a 'training' mode where the averages of the pros you play are adjusted to more closely match yours.
I'd have to go through my phone to list the Android apps. There are several scoring apps that give you the ability to play against different levels of computer opponent.
DartBot is one, that is similar to the DartMaster III scoring unit. DartsScoreboard is another.
Also, as Cyanide pointed out, NScore is awesome for Cricket. N01, by the same programmer, is very good too. There are some leagues here in the USA that use N01 for their scoring/record keeping. Both are available at
https://nakka.com/soft/index_eng.html. Also, N01 has an IOS version and will also play via the website.
