Points - 'stickiness'
New set, Harrows darts with plain black points.
Stays in the board, no problem. Pulls out easily.

Replaced an old set, points, with new black (not Harrows) points, again plain.
Stay in the board fine. Pulling out it feels as if they're glued in!

How different can plain points be? Nothing to choose looking at them?

I'm confused.

Probably the coating on the points.   I've experienced the same thing.

Fine emery paper to get rid of it? Or does that take it down to steel?

if you sand along the length of the dart point, it should reduce the amount of grip on the points.    It will wear off on it's own a bit with use, but most players want a grippy point to ensure good contact with the board and no darts falling out.  This is especially true with well used boards.

Yes you will eventually take the points down to steel.
